Congressional Republicans Back Trump's Call to Replace Obamacare

American senators are working through the weekend for the initial time since the government shutdown began more than a month ago, but expectations for a bipartisan agreement on how to end the impasse appeared to recede as GOP senators floated a plan unacceptable to Democrats: eliminating the Affordable Care Act, called Obamacare.

Deepening Impact of Government Shutdown

The impact on US citizens from the longest shutdown of the US government in history deepened on Saturday, as federal workers went without pay, carriers were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

President's Proposal from Golf Course

As Saturday's meeting got started, GOP senators embraced a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be replaced by HSA-style accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

GOP Support

Multiple Republican senators welcomed the proposal, which is comparable with a replacement for Obamacare proposed in 2017.

"We're going to replace this broken system with something that is truly better for the patient," one senator stated.

Another senator praised Trump's proposal on online platforms, and stood next to a giant blow-up of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator wrote in reply to Trump's suggestion. "We must stop taxpayer money from going to insurance companies and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."

Opposition Response

Democratic lawmakers expressed concerned reactions to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to repeal Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been rejected by voters and Congress."

Another senator responded to the censure of insurance companies by writing: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Really? In that case I applaud your support for Medicare for All."

Continuing Negotiations

The Senate went into recess without finding a resolution, but Senate Republican leaders have signaled an openness to an developing proposal from a handful of moderate Democrats to terminate the shutdown in return for a future vote on the ACA payments.

One Democratic senator, who is spearheading the talks among moderates, said that Democrats "require another way ahead" after Republicans rejected an proposal to restart the government and extend the payments for a year.

Another senior Democratic lawmaker continued in arguing that Republicans should accept a 12-month continuation of the subsidies before discussing the future of the subsidies.

"Inaction is irresponsible because people will go into debt, people will become uninsured, people will get sicker," the senator said in a floor speech. "That is what will happen if this Congress fails to act."

Partisan Dynamics

None of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same carriers, or that Republican lawmakers need the backing of several Democrats to restart the government, and the concept of repealing and substituting Obamacare with savings accounts is improbable to earn a single Democratic vote.

Several observers indicated that the core of such a plan would eliminate the ACA's requirement that insurance companies cover patients with pre-existing conditions.

After his resort visit, Trump went back to his residence and doubled down on his demand that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a iteration of the proposal that failed to garner enough support in 2017.
